From November 3 to 5, the first North Bund International Shipping Forum, co-hosted by the Shanghai Municipal People's Government and the Ministry of Transport, opened in Shanghai. The forum consisted of 1 main forum, 2 parallel forums, and 5 special forums. Among them, the "Safety and Cooperation" special forum was undertaken by the China Maritime Safety Administration, with support from the Shanghai Maritime Safety Administration and Shanghai Baosteel Shipping Co., Ltd. Its theme was "Joining Hands for Safety and Security, Promoting Shipping Development Together," aiming to deeply implement the new development concept, promote cooperation and exchange in shipping safety, and contribute to the high-quality development of global shipping.

On the morning of November 5, the "Safety and Cooperation" forum was successfully held. Zhou Ya, Deputy Secretary-General of the Shanghai Municipal People's Government, delivered a speech; Yang Xinzhai, Deputy Director of the China Maritime Safety Administration, presided over the forum. Cao Desheng, Director of the China Maritime Safety Administration, and Xu Zuyuan, former Vice Minister of Transport and Maritime Goodwill Ambassador of the International Maritime Organization, delivered keynote speeches. Chen Chuanquan, Director of the East China Sea Rescue Bureau of the Ministry of Transport; Mathias Jonas, Secretary-General of the International Hydrographic Organization (IHO); Sun Yuqing, President of Dalian Maritime University; Chang-hee Lee, Director of the International Labour Organization Office for China and Mongolia; Xu Pengzhan, Director of the China Transport Telecommunications and Information Center; Francis Zachariae, Secretary-General of the International Association of Marine Aids to Navigation and Lighthouse Authorities; and Chen Jianrong, General Manager of the Ship Management Center and Senior Captain of COSCO Shipping Energy Transportation Co., Ltd., delivered thematic speeches. The forum also released the results of the "Guiding Opinions on Strengthening the Construction of High-Quality Crew Teams."

Director Cao Desheng pointed out in his keynote speech that the holding of the special forum on “Safety and Cooperation” aims to implement the spirit of President Xi Jinping’s keynote speech at the opening ceremony of the Second United Nations Global Sustainable Transport Conference and the spirit of Minister Li Xiaopeng’s speech at the North Bund International Shipping Forum, focusing on the safety and cooperation of international shipping to further share experience, exchange ideas, and build consensus. He stressed that efforts should be made to open up new prospects for safety and cooperation and promote new and greater achievements in the high-quality development of shipping. First, it is necessary to accelerate the building of a modern and intelligent safety management pattern, strengthen the “hard connectivity” of infrastructure and the “soft connectivity” of institutional rules, actively build an integrated waterborne transport safety and security system covering “land, sea, air, and space,” and develop a comprehensive all-element waterborne traffic management system, thereby consolidating the safety foundation for high-quality shipping development. Second, it is necessary to actively practice the concept of open and inclusive international cooperation, continue to strengthen dialogue and consultation, actively fulfill international obligations, share China’s experience in a timely manner, and demonstrate China’s responsibility in high-quality shipping development. Third, it is necessary to promote the formation of a strong and effective support service system, foster a sound shipping business environment, cultivate a high-caliber crew, carry forward maritime culture, and build a solid backing for high-quality shipping development.
